The Migration Process after Independence of Kazahstan

At the present stage, a comprehensive study of migration processes as a main source of formation of the population of Kazakhstan is becoming increasingly important for drawing up scientifically grounded plans for socio-economic development. According to official statistics, in the early 1990s, 686.2 thousand people left, and for the first time in Kazakhstan there was a negative migration balance. The data of the first Kazakhstan population census in 1999 recorded a decrease in the population from 16464.0 thousand people. As a result of this kind of crisis and as a result of a decrease in the living standards of the population, the number of migrants from Kazakhstan has increased significantly. Migration in Kazakhstan has its own specific features, but at the same time it fully reflects the common essential and typical for all CIS states ‘hidden’ main reasons for the entire post-Soviet migration of the Russian-speaking population. It was in Kazakhstan that the influence of the previously conducted international socio-economic policy was most clearly and visibly manifested, which eventually gave rise to a special type of population called the Russian-speaking. Therefore, an analysis of the problems arising in Kazakhstan and the ways of their solution may be useful for overcoming similar difficulties arising in the post-Soviet territory.

이주 과정은 카자흐스탄 인구 형성의 주요 요인이며, 사회 및 경제발전계획을 위한 학문적 기반으로서 더욱 중요해지고 있다. 공식적인 통계에 따르면, 1990년대 초반 686.2천명의 이출 이민자가 발생하며, 카자흐스탄에서 처음으로 마이너스의 이민 지수가 나타난다. 1990년대 이후부터 시작된 지속적인 이출 이민자 증가로 인한 위기는 생활수준 저하를 발생시켰다. 이 연구의 목적은 인구통계를 바탕으로 카자흐스탄의 현대 이주경향을 분석하고, 인구이동의 원인 및 결과를 바탕으로 새로운 이민정책 방향을 제시하는 것이다. 연구를 통해, 카자흐스탄의 이주는 나름의 특징이 있지만, 특히 모든 CIS 국가에서 공통적, 필수적, 전형적으로 사용하는 러시아어가 숨겨진 주요 원인으로 작용했다는 사실을 알 수 있었다. 카자흐스탄에서 이전에 진행된 국제적 사회경제정책의 영향이 가장 가시적으로 나타나며, 결국 러시아어를 사용하는 특수한 유형 집단이 발생했다. 따라서 이 연구는 카자흐스탄에서 발생하는 인구감소문제 분석과 해결 방법에 대한 제시는 포스트-소비에트 영역에서 발생하기 때문에 각 국가들이 유사한 어려움을 극복하는데 유용할 것이다.
